To rule people with power, to constrain them with the law,
people will behave but have no self-conscious.

To rule people with ethics, and constrain them with li,
people will have self-consciousness.

And as the saying goes,
Singapore is a fine city.
We can't seem to live as moral,m mindful citizens
without the constantly being bound by legislation.
How pathetic.
